Castle Breckenridge Management is proud to introduce Harold D. Palmer as a member of our team.  Harold comes to our firm with over 20 years in management, in which, he has focused on Community Association Management for the past two years.  Harold has earned his Certified Community Association Manager designation, completing coursework for the Common Interest Development certification as a California Community Association Manager (CCAM).  Besides holding professional designations, Harold is the President of his own HOA providing him with many years of hands-on experience in the management of Community Associations and gives him a unique perspective of HOA management and board obligations.  Since his first foray into the property management field, in San Diego, California, Harold began focusing on Community Associations.

Harold is experienced in assisting Board of Directors to gain knowledge and understand their function as Directors of a non-profit corporation that also happens to be their community and in several instances their home.  As the Association’s agent he believes that the information given should be clearly understood, after all, it’s not what a Manager says, but what the Board or homeowners hear that becomes important.  Harold has extensive knowledge in all aspects of financial reporting, budgeting, collections and the review and repair of all maintenance components of properties.  His excellent organizational, communication, and management skills assists homeowners, clients, vendors, staff and supervisors to resolve problems and achieve results.  Harold knows how to obtain necessary information and disseminate all important information to help Board members (and homeowners alike) realize their primary goal.  That is, to protect, maintain and enhance the homeowners investment as he builds a relationship based on trust - and achieves desired results with each special situation - he knows when to ask other professionals to assist in greater challenges.


Harold’s detail-oriented, organized “get the job done” attitude assures that he works with your association with urgency, courtesy and professionalism. Since 2007, Harold has increased his knowledge, experience, and contributed to the Common Interest Development industry as he manages seven (7) Condominium Complexes, including Condominium Conversions, Single-Family and PUD Homeowners Associations.


Harold has been honored several times for his management skills.  He has been named “Manager of the Year” and “Employee of the Year”.
